
This analysis was prepared within the project “Regional Partnership for Better Implementation of the Green Agenda for the Western Balkans at the Local Level,” implemented by the Center for Climate Change in cooperation with partners Eco Green Movement from Berovo, Geosphere from Bitola, Ecotourism 2016 from Ohrid, Kreaktiv from Kavadarci, the Foundation for Local Development and Development of Information Technologies (FLORIT) from Gevgelija, the National Roma Center from Kumanovo, and Eco Action from Tetovo. The project is funded by the Government of Switzerland through the Civica Mobilitas program and will be implemented until September 2027.
The aim of this analysis is to map current local-level policies and to explore how the civil sector can be involved in decision-making for the implementation of the Green Agenda for the Western Balkans (GAWB). The analysis focuses on planning documents at the local level, which play a key role in realizing this ambitious goal. It identifies the challenges that constrain the implementation of the GAWB and examines opportunities arising from local initiatives that can enable accelerated fulfillment of the Agenda’s requirements.
The document analyzes the views of respondents from across the country. In addition to the overall percentages, it provides a breakdown by regions; for some questions it also analyzes responses by age, monthly income, education, gender, and the environment in which the respondent lives (urban–rural). In terms of sectors, these follow the priorities of the Green Agenda: respondents answer questions about climate change, who is responsible for climate change, whether natural disasters will become more frequent in the future, and similar topics. Respondents also answer questions about the current situation regarding the environment, energy and pollution, the quality of drinking water, and the state of forests and biodiversity.
